The competition asked for ideas to connect Haifa's "lower city" to the topographically higher situated "middle city". The population is mixed: religious and secular Jews, Christian and Muslim Arabs, all in lower income brackets. The project preserves older historical buildings while creating new spaces for socially relevant activities: municipal assistance services, community activities, professional reeducation programs, cultural venues. The open spaces will be used as in the past for memorial services and independence celebrations, open door cultural performances and informal meetings.
