A private developer commissioned the planning of a new city at a distance of about 2 hours ride from Baku, the capital city. All the land is owned by the developer. There is a military airport and a train station nearby.
The nucleus of the city is mixed use and high density. The second and third circles are residential areas diminishing in density towards the perimeter with employment and commercial nodes along the main transit arteries. On the transverse artery there are employment areas, sports areas, the market and the university.
